If Startup33.obj was created using a restricted version of Keil,
then you will get this error even when using that object file in a
fully licensed version. If this is the case, recompiling
Startup33.obj using the licensed tools should clear up the
problem.

"We have a License version"

Do you?

The message indicates that you have a Restricted
version.

If you really do have a licensed version, then something has gone
wrong with the licensing so that it just behaves as a
Restricted version.

Did you follow the installation instructions carefully, including
all the details about licensing?

If you really do have a licensed version, you should contact Keil
support direct.
