"Using a cheaper JTAG and much work around will spend more

Particularly as you say you're a newbie - this is not the kind of
stuff you want to be messing with before you can even start, is
it?!

As Andy points out, the primary IDE JTAG interface for Keil
uVision is the uLink. However, the Keil IDE does support the Seggar
Jlink and the Signum JTAG. Drivers are included in the latest release
of the MDK package.
There are many low cost JTAG adapters on the market but they are not
directly supported by the Keil IDE.
Using a cheaper JTAG and much work around will spend more money than
the cost of one of the supported JTAG devices. I know that you have
an eval board but NXP(through their distributors) has the LPC2148
eval board with uLink2 for less than $150 US.
You will need something that will connect to the board's JTAG, and
your PC.

Keil's product to do this is the uLink.

If you don't want to use Keil' product (the uLink), then you'll
have to find a 3rd-party device, and seek support from that 3rd
party!
