Has anyone got any of the Keil ARM development boards to run
Windows CE?

That would not really be possible because:
1. The Keil ARM boards do not provide external memories and there is
no ARM7 or ARM9 microcontroller with enough memory oncip to run
WinCE. In fact I doubt that there is any microcontroller with such an
amount of memory integrated to run WinCE.
2. AFAIK, there is only one ARM9 board available from Keil that would
be for the STR9. There is no WinCE port for that device even if
external memory would be there.
