Keil MicroVision is new to me and I cannot get the variables in
one function to be global because there is no "PUBLIC" command. How
do I make it so a variable can be changed by any function. BTW I'm
programming in C#. Any help is much appreciated.

"C# is a type-safe, component-based, high-performance language
that is designed for the Microsoft .NET framework."
You have absolutely no chance whatsoever of getting that to run on
an 80251 - let alone an 8051.
It doesn't even support ARM, so far as I know.
"Keil C compilers are based on C90. [Keil] added some language
extensions as practical concessions to the architectural

embedded systems programmers."
That certainly doesn't include anything to do with C#, .NET, or
