Missing Device (R003: Security Key not found)

I get this message on the MCB2140 eval kit when trying to use ULINK JTAG. Flash programming works fine. Any ideas.

This is the message shown by an Eval Version. It does not display on full versions of the toolchain.

I have the same since I migrate to Windows10 with Keil µVision5 + MDK256. With my register I can generate project but It is no possible to debug it.
