Hi, i&amp;#39;m using the ULINK to program an ARM based developent board
from Texas Instruments (TMDS-FET470R1B1M). 
The Keil Microvision shows the ULINK Serial Number but doesn&amp;#39;t found
it in the &amp;quot;JTAG Device Chain&amp;quot; (TD0) and when I try to program the

I had the same symptoms. My PCB was missing some 10k pullup and
pulldown resistors on the JTAG lines to the target. I copied the Keil
schematic example on their website and that fixed the problem.&lt;/p&gt;
