The only way I can program the chip is through the Keil Ulink connector. 
 
I use the LPC2000 256k flash programming algorithm provided with the SW.

Our systems guy thought the pin had an internal pull up like the tace,debug and boot0 and boot1 pins, but it does not.&lt;br /&gt;
&lt;br /&gt;
Luckily he attached a jumper to the pin so i can force a high on it.&lt;br /&gt;

&lt;br /&gt;
You should disable the serial ISP mode (this is enabled by putting P0.14 / EINT1 to low at reset). Make sure that P0.14 is high in your hardware.&lt;br /&gt;
