rddi-dap-ds failed to initialise the target connection control object

I'm getting this error when trying to connect to a TWR-VF65GS10 tower board using DS-5 for vybrid and ULINKproD debugger:

RDDI-DAP-DS : Failed to initialise the target connection control object

ULP : Failed to open device.Error Code : -3

Failed to launch debug server. Command:

  ./vstrm_serverd_rddi -rddi_dap_dll librddi-dap_ulp.so.2 -rddi_dap_cfg /tmp/ds5_2089602664742980112.txt -pollrate 200

exited with error code: 1

I can connect using CMSIS-DAP on the TWR-VF65GS10 but not the ULINKproD.  anyone else had this problem?
