I had the same issue.
I solved it by uninstalling the 5.4 version of STMCubeMX and reinstalling the previous version (5.3).
You could try this.
The STM32 tools are not developed by Arm, they are from ST Micro. You might get a more rapid response if you ask this on their developer forums here: https://community.st.com/s/
