Is there a way to fix the memory frequency on the board to some other values other than 800MHz?
On Juno, it's fixed by SCP firmware. Software running from DDR
like Linux on Cortex A cores can't change DDR frequency.

It's fixed by who? software by kernel, or hardware by bios/efi?

Are you referring to the CPU frequency or the DDR memory frequency ?
