I would like to know the communities thought and comment on Boinc and HPC Development considering that companies have many more arm devices than PC's particularly in the NGO and Tech communities.

arm is a wealth to every nation and that is no lie.
I assume you'e thinking of supporting distributed computing projects using ARM processors. I think the only relevant ones here for a while are medium to high end smartphones. The total computing power of them is currently quite a bit less than that of all PCs but it is growing and could be useful. And you might be able to get people to run apps that do the job. However you really would have to ensure the app didn't drain the power or interfere with normal use - so I think to succeed you'd have to make it only work while the smartphone was plugged in to charge and preferably only when it could access a local WiFi. So realistically you'd be talking about only using them while people are asleep.
I think it is possible as I see Boinc is now planning to launch docker based clients. If ARM-based Boinc docker containers are launched , then it would simplify the whole Volunteer Computing server -client model.
