Is there any GIC architecture version 3.0 specification available ? I could not find it online.

Thanks, It is most definitely not light reading! A lot of work has obviously gone into its design and it'll take some effort on my part to understand it reasonably well..
In case you haven't spotted it, the spec is now on infocenter.
The GICv3 Architecture Specification is not yet publicly released. I would suggest contacting ARM's support team:
