That's a Mikroe product - nothing to do with ARM!
You would need to contact Mikroe to find if this is possible - or if it's even allowed under their licence terms.

Maybe this option will help? There is software for sharing dongle https://www.donglify.net/It is possible to clone a dongle and use it on multiple computers, even by wi-fi.At our office, we distribute the dongle through the air so as not to stick it constantly from computer to computer. Very comfortable.
Sorry, do you mean MDK/uVision? If so, USB dongles are not supported over the network. If you need network licensing, you need to get a FlexNet license.
