Dev Board or Cycle Accurate Sim for Arm Cortex A-76/77/78

Hello,

I'm a graduate student at the University of Michigan, and I have an idea for a compiler technique on the  Arm Cortex A-76/77/78 CPUs.

It requires the use of NEON instructions on specifically one of these 3 microarchitectures.

What is the best way for me to evaluate the performance/energy of my idea?

The only dev boards I can find are the Qualcomm Snapdragon 855/865, and from their documentation, it's unclear if their Kryo Gold CPUs (based on A76 for 855 and A77 for 865) CPUs have support for NEON. I have submitted a question to them as well and am awaiting their response.

From looking at the website, I am not able to get access to the "Cycle Models." When I submitted a question, the responder directed me to these forums.

The Fixed Virtual Platforms seem to be for measuring functionality, not for accurately measuring performance.
