I am looking for an eval/development whatsoever board with at least 8 ARM64 cores and most important JTAG access to program it bare-metal.
And best would be it is not too expensive (< 1000USD).
Any hint appreciated.

The Hi3660 SoC at the heart of the HiKey960 board does have a CCI-550 (coherent) interconnect.

Many thanks vstehle. I couldn't find in the board documentation and took it doesn't have it.
Now seeing the CCI. Just to confirm the LLC is L2 (taking in CCI-550 doesn't mention the L3).
The Hi3660 has no L3 cache.
I may start another thread but may be it fits here well: ARM folks help me pick up (not expensive) HW debugger. I want to use it with bere-metal (ATF, Uboot) and the kernel as well (meaning it should have an availability to interrupt all the cpus).
I have experience with Dstream and Lauterbach (trace32). I don't really know the prices for Dstream as I had it always granted from the Customer I was doing the ARM programming for. For Lauterbach I just got a quote for about 6K USD.
Heard also of Segger J-Link for Cortex-A. And yes my interest is in Cortex-A from 53 through 57 to 72/73. Ideally to debug the HiKey960 or 970 which is my buy candidate now.

Do yourself a favor and go for Lauterbach. J-Link does (AFAIK) not yet Armv8-A.
Edit: I checked the board, but it is not clear if one can use "normal" JTAG debuggers with this board.
But the HiKey960 has also a Cortex-A72 which is also interesting (we already have SoCs with Cortex-A53 like ZYNQ US+).
