I am a brand new (novice) user of Design start platform.
Downloaded the Cortex-Me IP file, installed the 7-Zip to open it, but nothing happens.
What am I doing wrong?
My downloaded file is in tgz format.
I did following decompress at first.
.tgz -> 7-Zip -> Extract here -> .tar
And then decompress the .tar should work for you.
If you could provide more information, Maybe I can help you. Can you tell me what do you want? setup simulation platform, downloading bin/hex file to FPGA or other things?
I am not sure what does the "nothing" mean.

"Nothing" means that, when tried to extract or decompress the file with Zip 7 (click on the file name in Zip 7 window), "nothing happens".
Note: Like I said, I am a novice trying to get some "proof of concept" for my early stage startup, where the base product will be an SOC. I intend to use ARM as processor but I am having trouble getting any traction. I can use any help, in any form, from an ARM expert.

So, Can I understand it in this way, you meet some problems when you tried to uzip the file downloaded from web-site?
Firstly, make sure you download the correct files. The follow link is web site of the version Cortex-M3 Eval. https://connect.arm.com/browse/AT421-MN-80001
Secondly, the total size of the file (xxx.tgz) is about 15.7 MB.
Thirdly, unzip the file with the tools 7-zip.
Fourth, you can find verilog code file and documents in the file.
you can find the integration level of the processor cortex-M3 in the corresponding file.

(2) your work platform is windows 7? However, the simulation environment provided by Arm are all on linux OS.

if you want to simulate on the windows platform, you have to build your own simulation environment.
You need simulation tools : Modelsim
C code compiler: kiel
FPGA synthesis tools: Xilinx or Quartus II
Maybe you also need a verdi/Novas to check RTL code Structure.

you can find the file "README". If your work platform is linux OS, it's easy to run simulation according to the step in the file.
