My questions are:
1) how do you create software to work on ARM CPUs?is it easy or difficult ?.Ex: I have a software that I like for example Adobe Premiere Pro cc 2018 and I want it to work in the ARM cpu in Linux Dex of Samsung Note 9 or Tab S4, the current Linux on Dex is in Beta test.
2) Are there tutorials or guides how to decompile windows x86 software in ARM or in Linux on Dex always in ARM?

1) The software porting difficulty depends on your tasks.
If you are writing a simple bare-mental application, it is very easy. You can find some good examples as a good start:
But if you want to convert a complex software system from x86 to Arm/Arm64, it is feasible but it does take some time. If the x86 software is written by portable language such as C/C++, the porting efforts will be less. Or else, if you have much x86 assembly code, it will take longer time.
