Is ARM actually responsible for the https://riscv-basics.com/ site?

Is the site https://riscv-basics.com/ created by some mischief-maker unconnected with ARM, or did somebody connected with ARM seriously think that it was a good idea to antagonise the open-source community?

Edit: So, after Googling for reactions, I've found the following. If ARM is NOT responsible for the above page, then you'd better issue a denial before this gets any worse -- and if ARM is responsible then what the heck did the people responsible actually expect?
